That public enlightenment among all sections of the population be undertaken by the Government Medical Service in co-operation with the Singapore and F.M.S. Council for Combating Venereal Disease (affiliated to the N.C..V.D.)

That the toleration of illuminated brothels in the centre of the town should cease.

That the Government should consider the desirability of appointing a trained and qualified woman to assist the Protector of Chinese with reference to all questions affecting the care of women and girls.
